Subject:                                      Processing of Old-Age Grant Cases

In view of the delays in processing of Old-Age Grant cases, it has been decided to decentralize the work at Regional level from 01 July 2007. The following procedure shall be adopted:-


i. On receipt of the claim form, it shall be entered in the first Intimation Register and its acknowledgement with number shall be given to the claimant.

ii. Regional Office shall take not more than 15 days in processing and approval of the case including clearance from Regional Auditor.

iii.        Regional Office shall immediately issue Pension Payment Order (PPO), not taking more than three days after clearance of the case from the Regional Auditor.

iv.       Old-Age Grant case shall be finalized within mandatory period of 30 days.

v.        Audit observation, if any shall be cleared and returned back to Regional Auditor for clearance within
2 days of receipt of the case by Benefit Section.

vi.        An Old-Age Grant Control Register (OGCR) shall be maintained at Regional Office and all such cases shall be entered in the register before issuance of the PPO (Specimen enclosed).

vii.       The OGCR shall also be computerized simultaneously, before issuance of PPO.

viii.       All cases within three days of issuance of PPO shall be sent for post audit to Audit Department, Head Office which shall be returned within seven days by Audit Department. 

ix.         Only 1% rejection / error shall be accepted at Internal Audit’s level due to interpretation of law. Errors pointed out by Internal Audit Department, Head Office, Karachi in excess of 1% shall be reported in the Performance Evaluation Report of the Regional Head and the over paid amount if any, shall be recovered from the concerned officers i.e Regional Head, Incharge benefits and Regional Auditor.

 

2.         All previous instructions on the subject are superseded.
