GUIDELINES FOR OPERATION FOR CONSTRUCTION OF COMPREHENSIVE DATA BASE

In addition to Circular No.6 of 2001-02 dated 26/6/2002 and Circular No. 2 of 2002-03 dated 4/7/2002 following further guidelines are issued for completion of the work relating to information regarding industrial and commercial establishments.

1. That the Serial No. and Plot No. in the register will continue however, the information in respect of commercial establishments comprising of commercial area of 500 sq.ft or less shall be recorded in a separate register marked as Volume-II.

2. The name of existing occupant of the property alongwith complete particulars and number of workers represent the primary information which must be filled in properly and promptly. All other secondary information may be filled thereafter. The main purpose of information regarding utility bills, is to ascertain whether unit is operative or closed. In case it is operative, what is approximate level of operational activities? The information regarding production capacity and sales shall help in determination of standard norms of employment in parallel cases of specific industry. It will help in parametric analysis and spotting out the cases of understated contribution for further investigation in accordance with prevalent law. This information may help in improving compliance by reaching agreement with employers on specified parameters with association or chambers and Federation concerned to achieve the objectives of the EOBI without causing inconvenience to any stakeholder.

3. The MSPR01 Register is a permanent record. The said register shall be updated on yearly basis during July - August and all changes shall be marked / incorporated where so required. The information may be recorded in a separate register showing update position highlighting the change noted in capacity, number of workers etc.

4. It must be ensured that for completion of comprehensive data base no physical contact is made with any employer and the information may be gathered from Government Publications, Research Publications and other Directories / Lists issued by Trade Associations including Web-Sites etc.

This issues with the approval of the competent authority.
